靠读个课程移民？听起来像骗人的……小心为好……

ETA International is just a professional orgnization for electricians. Since I'm not in the field, I don't know whether its certification is highly respected in the industry or not.
 
It's not a diploma, just a certification. ETA is not a school and only adminstrate the certification.
 
I don't know about Austrilia law but I highly doubt this certification alone would allow you to become a permenant resident. It may allow you to get some additional score in the immigration process, though.
